New Delhi: A court in Delhi has dismissed the plea of former Delhi Police inspector Sardar Puran Singh, an alleged aide of multi-crore fake stamp paper scam kingpin Abdul Karim Telgi, seeking production of files pertaining to over a decade-old case.
Chief Metropolitan Magistrate Veena Rani rejected Singh's application seeking production of entire files of a case registered at Kalkaji Police Station in 2000 in which he was a prosecution witness.
In his application, Singh had alleged that the CBI had scuttled the probe into the case in conspiracy with the stamp mafias.
Questioning Singh's locus standi, the magistrate said, "The case is at the stage of argument on charge. However, at this stage I find no merit in the present application for the production of aforementioned documents from CBI."
"Further if the court finds it necessary, same will be summoned at appropriate stage for its perusal and consideration. Application is devoid of any merit, hence same is dismissed," the court said.
In his application, Singh, an accused in other fake stamp paper cases, alleged that he was the first investigating officer in the case and had exposed the fake stamps racket running in Delhi by arresting accused Narender Singh, Prahlad Singh and Jai Kishan and had seized fake stamps from them worth crores of rupees.
He alleged that after the case was handed over to CBI, its officials in deep conspiracy with other stamps mafia gave clean chits to the accused arrested by him and took no legal action against alleged kingpins of the racket, Hemant Dubey of Mumbai and Ashish Chakravorty of Kolkata.
CBI counsel opposed the allegations, saying that during the probe, it was revealed that Puran Singh along with other officials of Delhi Police had criminally conspired with Telgi and abetted the offences of printing and selling of counterfeit stamps of the government as genuine during 19992002 causing huge loss to the exchequer.
CBI claimed that Singh had falsely recorded disclosure statements of persons investigated by him to help Telgi by falsely implicating those who were a threat to the racket.
Seeking dismissal of plea filed by Singh, CBI said that probe was done in a fair manner and no person was favoured. The magistrate dismissed Singh's plea and posted the case for argument on charge on December 2.
