BANGALORE: The High Court on Monday directed the State Government to make procedures to the proposed fire safety plan submitted to the court to prevent fire in high rise buildings and notify it within two weeks and disposed of the case as infectious. The division bench consisting of Chief Justice J S Khehar and Justice H G Ramesh directed the State Government, Bruhat Bangalore Mahanagara Palike (BBMP) and Fire and Emergency Services Department in this regard and ruled that the statements made by them would be binding on them. The bench directed the government to notify the procedures and rules in accordance with section 13 of Karnataka Fire Force Act 1964.
Some of the important features of the action plan submitted by the BBMP are: ? All buildings which are 15 meters and more would be considered high rise buildings and the BBMP will not approve plans for such buildings without a no objection certificate (NOC) from the Fire Department.

? The BBMP will not issue occupancy certificates to the high rise buildings which have not complied with the norms.

? The BESCOM and BWSSB shall not supply power and water to the high rise buildings till they have complied with all the fire safety measures.

? The owners of the high rise buildings should get their premises inspected by the agencies empanelled by the Fire Department and an affidavit along with the inspection report should be submitted to the BBMP by March 31 every year.

? The officer shall conduct surprise checks to ascertain that the fire safety measures related to deviations and alternations, encroachment of corridors, fire escape routes and emergency exits are not altered.

? If the owner has not complied with the norms even after the notice period, the officer incharge will inform the BESCOM and the BWSSB to cut off power and water supply to such buildings.

? The high rise buildings which have not complied with the fire safety norms are not entitled to benefits under AkramaSakrama scheme.
