Start by drawing the outline of the face. For the face, you can draw: Any type of round shape, it need not be a perfect circle. A pear shape An upside-down triangle A quadrilateral - a square, rectangle, trapezium, etc.
Then, for the nose, draw somewhere in the middle of the face: a bulgy, round shape a V - shape a U-shape a small dash.
Draw two round shapes for the eyes, each having a smaller round or dot (for the pupil), just above the nose. The eyes can be in the shape of 2 large circles ovals a curvy "M", like the one in "Mc Donalds".
Draw the mouth just below the nose, draw any one from the list given below. Add other "extra fittings" like ears (in cartoons, ears are considered 'extra'), hat, collar, hair, wrinkles, etc.
