New Delhi: The government on Tuesday announced the names of members on the Joint Parliamentary Committee (JPC) on the 2G sprectrum scam.
Telecom Minister Kapil Sibal moved the motion for setting up of JPC into 2G spectrum allocation in Parliament.
Sticking to his earlier stand, Sibal said in Parliament that the UPA only followed NDA's policy.
"At no point in time 2001-2009 no company ever paid for spectrum," he said.
Though the government defended its stand on 2G, the Opposition kept up its attack.
Sibal echoed the line of defence that the Prime Minister has taken in recent weeks -that the basic policies followed for the allocation of 2G spectrum in 2008 were not faulty, but their implementation was faulty.
The first-come first-serve policy - which was chosen instead of an auction of valuable spectrum - is the main reason for India turning into a nation of cellphone users, said Sibal.
But though the government defended its stand on 2G, the Opposition kept up its attack.
"The government which decided in 1993-94 went wrong in formulation of policy but we were new to the field, so it was okay. We didn't realise that large license fee would not come out of private pockets but public," said Arun Jaitley.
