Union home and cooperation minister Amit Shah will chair a review meeting on Left Wing Extremism (LWE) along with an examination of the development work in Chhattisgarh on Saturday.
The minister will start a series of meetings on Saturday and will be in Chhattisgarh till Sunday. Top officials like Intelligence Bureau director Tapan Deka and new home secretary Govind Mohan will attend the meetings apart from the chiefs of the Central Reserve Police Force (CRPF) and Chhattisgarh police.
As per Shah’s itinerary, he will arrive in Raipur on Friday night. His schedule for Saturday includes a visit to the Mahaprabhu Vallabhacharya Ashram, followed by an inter-state coordination meeting with the chief secretaries and directors general of police from Chhattisgarh and neighbouring states. In the afternoon, he will conduct a meeting focused on security and development in Left Wing Extremism-affected areas.
On Sunday, the minister will inaugurate the Narcotics Control Bureau (NCB) Raipur office and hold a review meeting followed by a meeting on the expansion of cooperatives in Chhattisgarh.
According to the ministry of home affairs, the Government of India assists the LWE-affected states by providing CRPF battalions, training, and funds for modernisation of state police forces, equipment, and arms, sharing intelligence, constructing fortified police stations, etc. On the development side, apart from flagship schemes, GoI has taken several specific initiatives in LWE-affected states, with a special thrust on the expansion of road networks, improving telecommunication connectivity, skilling, and financial inclusion.
The ministry in a statement in Parliament said, “During the last 10 years since 2014-15 Rs. 6908 crore have been released for capacity building of the LWE affected states under the Special Infrastructure Scheme (SIS), Security Related Expenditure (SRE) and Special Central Assistance (SCA) schemes. Further, Rs. 1000 crore has been given to Central Agencies for helicopters and addressing critical infrastructure in security camps in LWE affected areas, under Assistance to Central Agencies for LWE Management Scheme.”
According to the ministry, in the last 10 years, (since May 2014) the government has done significant expansion of the road network. 14,395 km of roads have been constructed, of which 11,474 km have been constructed in the last 10 years. To improve telecom connectivity, 5,139 mobile towers have been installed in LWE-affected areas. For financial inclusion, 1,007 bank branches and 937 ATMs have been set up in 30 most LWE-affected districts and 5,731 new post offices have been opened in LWE-affected districts since April 2015. For skill development, 46 Industrial Training Institutes (ITIs) and 49 Skill Development Centres (SDCs) have been made functional in LWE-affected districts.
The MHA says that LWE violence incidents have reduced by 73% from the high level in 2010. The resultant deaths (civilians and security forces) have reduced by 86% from an all-time high of 1,005 in 2010 to 138 in 2023. In the current year (up to 30.06.2024), there has been a sharp reduction of 32% in LWE-perpetrated incidents and 17% in the resultant deaths of civilians and security force personnel in comparison to the figures of the corresponding period in 2023.
