Army, Paramilitary Can't Use 'Excessive And Retaliatory Force' in Manipur: SC
While hearing a petition demanding a probe by the CBI into the alleged encounters, the SC said it is open to Army conducting its own inquiries.

Seeking details of 1,528 alleged fake encounters in Manipur, the Supreme Court on Friday observed that Army and paramilitary personnel cannot use "excessive and retaliatory force" in the state.

While hearing a petition demanding a probe by the Central Bureau of Investigation into the alleged encounters, the apex court said it is open to Army conducting its own inquiries into allegations of fake encounters in Manipur, which has been plagued by insurgency for several decades.

According to the petitioners, security forces operate under the Armed Forces (Special Powers) Act which makes it extremely difficult to prosecute the soldiers accused of fake encounters.

Under the AFSPA, the state police needs Centre’s permission before taking any action against the soldiers.
