New Delhi: The Bihar government is on a teacher-recruitment spree to achieve its ambition of universal elementary education in the state.

A senior state official told PTI that the Bihar Education Project Council (BEPC) has appointed 1,03,000 panchayat teachers and plans to recruit one lakh teachers more.

"Once the process of appointment of additional 1,00,000 teachers will be completed, the pupil-teacher ratio in schools in Bihar will come down to less than 40," BEPC director Anjani Kumar Singh told PTI.

For this purpose one lakh classrooms have already been constructed. The Chief Minister's integrated school development plan for improving school facilities and infrastructure will also introduce a scheme for providing free school uniforms to girls.

Desri block in Bihar's Vaishali district, has set an example in the field of elementary education where almost all children in the age group of six to 14 years are enrolled with average attendance of about 90 per cent in schools and alternative schools.

Desri may even be one of the first blocks in north India to achieve this, Singh said. The block had proved that the goal of achieving universal education may be difficult, but not impossible.

In September 2006 the number of students per teacher in a school were as high as 66 and number of students per classroom were 85.

Asked what made the turn around in education in the block, Singh said it is a joint initiative of BEPC and UNICEF. In the Vaishali district, all dropouts were brought back to school with the help of community participation.

The Block had already achieved the distinction of one of the first districts in north India to achieve 100 per cent sanitation with President Dr A P J Abdul Kalam awarding it with the Nirmal Gram Puraskar in the capital last month.

"With Desri achieving 100 per cent enrolment of children in six to 14 years age group, the block will become the first clean and literate block in north India," Singh added.
