BANGALORE: The opening day of the winter session of the state Legislature was a smooth affair for Chief Minister D V Sadananda Gowda with the the BJP, readily agreeing to take up the adjournment motion served by Leader of Opposition in Assembly Siddaramaiah on issues pertaining to the drought in several parts of the state.As soon as the house passed the condolence motion, moved unanimously in favour of former legislators such as K H Ranganath, V S Krishna Iyer, M Chandrashekhar and M Y Ghorpade, Siddaramaiah sought permission for a preliminary debate on an adjournment motion on drought under rule 60.He appealed to the Chair for an emergent discussion on the issue, charging the state government of neglecting it completely.“Dissident activities have taken centre-stage in the government, which has failed to come to the rescue of the people,” Siddaramaiah, while adding that save for declaring a few taluks as drought-hit - that too in instalments - the government has done little else.He pointed out that with the people facing severe problems for their survival, large-scale migration for jobs has become the norm.“Except for MGNREGA, no drought-relief works are being undertaken by the state government,” Siddaramaiah said.He requested the Chair to prioritise the adjournment motion and take it up for immediate discussion.Countering the chargeCountering Siddaramaiah’s charge, Minister for Law and Parliamentary Affairs S Suresh Kumar, also the House Leader, denied that there was delay on the part of the state government in responding to the calamity.“The government is ready to participate in the debate provided the motion can be presented in a different form,” he said. Meanwhile, Chief Minister D V Sadananda Gowda intervened and denied the charges made by Siddaramaiah.He replied, “There was no delay by the government in tackling the drought,” while appealing to the Chair for a thorough discussion on the subject.Assembly Speaker K G Bopaiah said that he will allow a discussion on the motion under rule 69.Suresh Kumar named Assembly LeaderLaw and Parliamentary Affairs Minister S Suresh Kumar, also two-time legislator, was named leader of the lower house of the state Legislature on Monday.Assembly Speaker K G Bopaiah informed that the appointment was made as Chief Minister D V Sadananda Gowda was yet to get elected to either house of the legislature.With the CM deciding to enter the upper house to fulfil the constitutional mandate of continuing in office, Suresh Kumar is likely to continue as the house leader in the Assembly Homage paid to departed legislators, ‘Guide’ Dev Anand in LegislatureBANGALORE: Rich tributes were paid to departed state legislators in both the houses of the state legislature on the opening day of the winter session here on Monday.Moving a condolence motion in the two houses, the members recalled the contributions to society made by the deceased.Leader of Opposition in Assembly Siddaramaiah paid tribute to senior Congress leader K H Ranganath, who had served as legislator, minister and also Speaker of Karnataka assembly.Stating that the state has lost a visionary and statesman, Siddaramaiah said: "Ranganath always advocated and practised high principles in his career; he never stood for their compromise." The Opposition leader also paid homage to former ministers M Y Ghorpade, V S Krishna Iyer, Moodlur Ramappa, M Chandrashekhar and ten others, including Sanskrit scholar, Mathoor Krishnamurthy, journalist Arun Narayan and freedom fighter and social activist G Narayana.The house also remembered former legislators Neelagangaaiah Poojary, G V Sidhappa, Basavanthappa B Hirereddy, K Bhimanna, renowned artist Naganna Badigera, Sreeshaila seer Umapathi Panditharadhya, Kadathoka Manjunath Bhagavath and Dadasaheb Phalke awardee Dev Anand.In the council, Opposition leader Motamma, M C Nanaiah and Dr V S Acharya spoke on the motion moved by Council Chairman D H Shankaramurthy.
