BHUBANESWAR: The State Cabinet on Wednesday framed rules for appointment of a person from the family of police personnel who die in Maoist violence in the affected areas. A decision has been taken to rehabilitate the family of slain police personnel. The meeting, presided over by Chief Minister Naveen Patnaik, also approved the cadre rules of recruitment and conditions of service of Orissa Police Service (OPS) and OPS (armed). Sources said as per the new cadre rules, sub-divisional police officers (SDPOs) will be directly recruited through the OPS. However, mediapersons were not briefed about the decisions taken in the meeting because of the ongoing budget session of the Assembly. The OPS (Armed) cadre will have Group A junior branch, Group A senior branch, supertime scale and superior administrative grade officials. The Cabinet approved the proposed amendment to the Orissa Irrigation Rules, 1961, for imposition and collection of special water rate and licence fees. As per the revised proposal, industrial and commercial water users will now have to pay three months water rate, in cash, in advance and give bank guarantee of nine months. The existing provision required advance payment of water rate of a year in cash. The water rate was enhanced in 2010.The Cabinet also decided for rationalisation of professional tax by widening the base of the tax payers. Besides, the proposal for establishment of the Odisha Subordinate Staff Selection Commission was approved. The proposal for amendment to the Societies Registration Act, 1860, was also discussed in the meeting. The amendment proposes to cancel or refuse permission for registration of a society if it is involved in unlawful activities or activities opposed to public policy. The proposal for amendment of the existing provisions of the Orissa Veterinary Service, Class II (Recruitment and conditions of service Class II) was also approved.
