KOCHI: Introduction of proper finance management system is the right step to make the road works more transparent, experts say.“As per the existing system in which the bills are getting settled after years, the officials will have to compromise with the contractors in many ways to get the work done. This will leave several loopholes for the contractors to go in for malpractices,” said Kochi Corporation Town Planning Committee chairman K J Sohan.He said that the quality control of materials and mixes used for road construction are two important points that need to be monitored. “To tackle this, we need to rope in a third party to inspect the roads,” he added. He said that a scientific approach was needed to repair major roads. Sohan, a former Mayor, said that utilising road annuity scheme was also a good option. “Under the scheme, the corporation will be able to entrust an external agency with the repair and maintenance of roads for a period of ten to fifteen years. The corporation would make annual payments to the agency for the maintenance work. Such a scheme will bring in more transparency in road works,” he added.
