HYDERABAD:  Day Four of the budget session went along familiar lines: slogans, placards, speaker pleas, adjournment, floor leader meeting, resumption, final adjournment. But a silver lining emerged at the end of the day. Sources in the TDP indicated that the party has had enough of stalling the proceedings and there is every prospect of the House sitting in order for the budget on Friday. Leader of the opposition Chandrababu Naidu said his members will fulfill their constitutional obligation by cooperating in the budget presentation, but will boycott Question Hour on Friday.However, TRS leader E Rajender said his party has decided to obstruct the finance minister’s budget speech in protest against the unwillingness of the government in introduce a resolution on Telangana.As for the TDP demand for an immediate discussion on the liquor probes being carried out by the Anti-corruption Bureau, chief whip G Venkataramana Reddy stated that the earliest the debate can happen is Tuesday. The House will hear the budget on Friday, and take a three-day break for Sivarathri on Monday.As for Thursday, the members met for barely 20 minutes, punctuated by the usual activities of dislocation. TDP and TRS started off the proceedings with slogans on the liquor probes and the Telangana issue respectively, and paid no heed to speaker Manohar.With the opposition MLAs staying put in the well of the House, placards aloft, Manohar called an adjournment within nine minutes of calling it to order. There was no change when it resumed after an hour.At this point, the speaker convened a meeting of the floor leaders, as he had done Wednesday, but this too did not break the deadlock. This second resumption lasted even less, the speaker adjourning the House after five minutes.Flustered, the speaker asked, “When the government is ready for a debate on the liquor scam in this session why is the Opposition objecting it?” However, TDP members kept up a din, shouting that PCC chief Botcha Satyanarayana was involved in the liquor syndicate.
