CCPA to decide on reconvening Rajya Sabha today
The Budget session of Rajya Sabha was cut short as the House was prorogued to pave the way for re-promulgation of the Land Acquisition Ordinance.

New Delhi: Government will take a call on Tuesday on reconvening the Rajya Sabha which was prorogued last month to allow the Centre repromulgate the controversial land ordinance.

Home Minister Rajnath Singh will chair the meeting of the Cabinet Committee on Parliamentary Affairs to take a call on reconvening the Rajya Sabha.

Sources in the government said the proposal is to reconvene the Upper House from April 20 when the month-long recess of the Budget session also ends.

The Budget session of Rajya Sabha was cut short on March 28 as the House was prorogued to pave the way for re-promulgation of the Land Acquisition Ordinance.

The Upper House of Parliament was in the midst of Budget session and it went into recess from March 20 to meet again on April 20. The session was to end on May 8.

The bill on Land Acquisition, which provides for amending the Act of 2013, was passed by Lok Sabha during the first half of the session but it got stuck due to opposition in Rajya Sabha where ruling NDA is woefully short of numbers.

Under the Constitution, at least one of the Houses has to be prorogued to enable the government to issue an Ordinance. The Land Acquisition Ordinance, which was promulgated in December 2014, was to lapse on April 5 because it could not be converted into a bill and passed by Parliament.

The Ordinance was reissued on April 3 and carried the nine official amendments to the earlier Ordinance agreed to by the government in Lok Sabha.
