The final will be played on Tuesday.
The semifinal headed straight to the tie-breaker after 90 minutes failed to separate the two outfits, at the Army Ground here.
For India, Bedashwor Singh, Prosenjit Chakraborty, Surya Tirkey and Aaron Rodrigues found the back of the net while Krishna Pandit's effort from eight yards hit the woodwork.
