Acting on the directions of a single judge, Director General of Police (DGP) K Ramanujam filed an affidavit at the Madurai Bench of the Madras High Court containing crime records in Tamil Nadu from 2001 to 2011.
Statistics on organised crime, property crime, murder, culpable homicide amounting to murder and several others in each district were submitted before the judge. According to the affidavit, the crime rate in Tamil Nadu was less compared to places like Mumbai and, hence, there was no necessity for an Act like the Maharashtra Control of Organised Crime Act, 1999, in TN.
Justice N Kirubakaran sought the records while hearing the bail plea of Gopalakrishnan and Sakthivel in a murder case.
