KOCHI: Even while the earlier government had made a lot of noise about the step-motherly treatment given to the state, it has been found that funds worth Rs 15 lakh have been left unspent in the amount allocated for strengthening of emergency services at government hospitals located on national highways.In reply to a Right to Infomation application, the Director of Health Services, Thiruvananthapuram said that Rs 5.55 lakh was left unspent in 2007-08 in the expenditure Rs 14.25 lakh against the budget provision of Rs 20 lakh.Against the same provision in 2008-09, Rs 12 lakh was spent and Rs 8 lakh was unspent. But in 2009-10, maximum utilisation of the funds has been done with Rs 58.94 lakh of Rs 60 lakh being spent leaving behind a balance of Rs 1.6 lakh.In 2010-11, of the Rs 40 lakh in the budget, all the funds have been credited to the National Rural Health Mission for implementing programmes under the Kerala Emergency Medical Service.“What is amazing is that these funds are released for upgrading the emergency facilities in government hospitals located on national highways to help accident victims,” D B Binu, general secretary, Human Rights Defence Forum, said.
