KOCHI: The state government on Wednesday submitted before the Kerala High Court that the implementation of the education package would be completed only by the end of the current academic year. It was also submitted that the package in the general education system was legal and had not taken away the statutory rights being enjoyed by the school managers. The managers can appoint candidates as per the provisions of the Kerala Education Act. The government submitted the affidavit in response to a petition filed by Nair Service Society (NSS) challenging the package. In a counter affidavit filed by T Vijayan, Under Secretary, Education Department, the government clarified that there were 3,361 teachers working in schools without salary and 2,939 protected teachers were deployed in aided schools. It was in these circumstances that the government had introduced a comprehensive package to ensure job and salary to teachers. The state government also submitted that the petitioners can fill the additional vacancies in schools. “The government introduced the package at a time when the schools were facing many serious problems. The package introduced a scientific method for deployment of teachers in the aided sector. Till date, there has not been transparency in the appointment of teachers in aided schools,” the state submitted. The fresh appointment of specialist teachers in both government and aided schools will be from the teachers’ bank and the existing teachers shall be deployed to their parent schools. The government submitted that the executive order was issued after conducting studies by a high-level committee headed by the Chief Secretary and after holding a series of discussions. The state filed the affidavit through special government pleader Tom K Thomas.
