THIRUVANANTHAPURAM: Upa Lokayukta G Sasidharan has directed the Kerala University to pay the pension to a former head of the department of the university by considering his qualifying service prior to joining the university service and also his deputation period while calculating his pension benefits. The order was issued by the Upa Lokayukta on a petition filed by M Sarangadharan, former head of the Commerce Department of the Kerala University, on September 1 alleging that his pension benefits were being purposefully delayed.Sarangadharan had 10 years of service in aided colleges under SN Trust and also in Calicut University for 10 years before joining the Kerala University in 1985. He had also served as the administrator appointed by the State Government to the Sree Narayana Dharma Trust (Sivagiri Math) while in university service. The pension was calculated by excluding his service in these organisations - the university had been providing pension for only 22 years.The Upa Lokayukta has directed the university to fix pension on the basis of this order and report the same by October 1. The argument of the university was that the Vice-Chancellor had already accorded sanction for reckoning the service of the complainant in aided colleges and the Sivagiri Math. However, there was a need for remitting pro rata pension contribution by Calicut University for the service there, the university said in the argument. This argument was found to be against the government order that the pro rata pension contribution was not needed for calculating services in colleges and universities for pension payment.The petitioner had produced a copy of the order of the Kerala University by which the service in private college and Calicut University was counted as qualifying service for pension benefits without realising the pension contribution to a former teacher of the Commerce Department C N Purushothaman Nair. Nair worked in NSS colleges and in Calicut University before joining Kerala University.
