BHUBANESWAR: At least, 7,000 lecturers of the various colleges in the State, which receive aid, have demanded full grant-in-aid. Demanding abolition of block grant scheme and payment of 100 per cent grant-in-aid, they took out a massive rally here on Thursday. Under the aegis of Orissa progressive Teachers and Employees Association, the lecturers accused the government of remaining silent on their pathetic condition. They said under the present system, while the monthly scale of pay for faculty under grant-in-aid is Rs. 80,000, it is Rs. 30,000 as per the State scale and Rs. 11,000 for teachers under the block grant scheme. This apart, they have no service benefits like provident fund, transfer, promotion or pension. “Despite teaching in the same college, some teachers draw salary as per the grant-in-aid, some receive salary as per the State Government’s scale, while some get as per the block grant scale. This is gross injustice,” said association president Pradipta Kumar Sahoo. He said that as per sources in the government, the financial implication of their demand will be just Rs. 144 crore.The lecturers alleged that this anomaly arose after the government in 1994 repealed the grant-in-aid citing funds paucity. “As a result, those who joined as lecturers before June 1, 1989, are being paid their salary under the grant-in-aid and those who joined later, are getting their salaries under the block grant scheme,” said Sahoo.Sources said there are at least 500 junior and over 200 degree-aided colleges in the State. These are non-government colleges that receive grant-in-aid from the State Government and teaching and non-teaching employees of these colleges have been demanding inclusion under the grant-in-aid scheme for long. The association members said though the State Government was aware of the anomalies in the pay structure, it has remain silent.
