PCS Officer Dies by Suicide in UP, Family Says She Was Being Forced to Release Payment Against Rules

An officer with the Provincial Civil Services (PCS) in Ballia district of Uttar Pradesh died by suicide on Tuesday, leaving behind a note saying she was being falsely implicated in a case.
The incident came to light when neighbours saw 30-year-old Manimanjari Rai hanging from the ceiling of her room which had a window open.
"She has left a suicide note of about two-three lines. She alleged that she was being falsely implicated in some case. It is not clear that who had implicated her. The police will investigate the matter,” ADG, Varanasi zone, Brij Bhushan said.
Sources said that in the suicide note, Rai said she had “escaped” from Delhi and Mumbai, and moved to Ballia, but was being framed as part of a conspiracy in the district.
Rai’s family members alleged that she was being pressured into releasing payment for works not done and had been depressed for the last few days. They said the officer was being “continuously” pressured to work against the rules.
“Manjari was being pressured to release payment for work without tender. Since the day she was posted in Maniyar, she was not happy because she was being forced to work against rules. She always used to work as per laws and rules. Upset at being pressured to work against rules, Mani was forced to commit suicide,” Ajeet Kumar, a relative, alleged.
The deceased officer was a resident of Bhanwar Coal area in Ghazipur district and had joined as executive officer in Maniyar Nagar panchayat two years ago. She lived in a rented house in the housing development colony of the district headquarters and used to commute to Maniyar.
