New Delhi: One of the outcomes of the landslide mandate for Gujarat strongman Narendra Modi is that the Congress has been reduced to under 50 seats in Parliament and thus cannot lead the Opposition in Lok Sabha.
According to the rules, the leading Opposition party needs at least 10 per cent of the total number of seats. But with the Congress managing less than 54 seats, it enjoys elbow room only in the Rajya Sabha where they have the numbers.
"For being recognised as Leader of the Opposition, the party should be the largest party in Opposition. And under Direction 121 from the Chair, it must have at least 10 per cent of the total membership of the house," constitutional expert Subhash Kashyap said. "There will be no problem. There will be parties in Opposition. There will be leaders of those parties. Only thing is there will be no 'the' Leader of the Opposition," he added.
Another outcome of this decisive mandate is that the NDA is now about 30 short of having two-thirds majority required to pass constitutional amendments in Parliament. To pass constitutional amendments in Parliament, the ruling party needs 362 seats.
