Srinagar: The Jammu & Kashmir Assembly has passed a controversial bill which bans inter-district recruitment. It says people from a particular district can seek jobs only within that district.
Just eight per cent of the reserved category candidates can apply from outside. BJP has called for a bandh in Jammu on Friday in protest. BJP said the legislation would affect Constitutional rights of different reserved categories.
BJP chief Shamsher Singh Manhas said the bill would deny such communities eight per cent reservation where there are no SCs. "We have decided to protest the discriminatory decision of the government against various under privileged sections of society like SC and ST. Therefore, we will organise Jammu bandh," he said.
He described the bill as a "deliberate attempt" to deny such communities eight per cent appointments in Kashmir region where there are no SCs.
Meanwhile, PDP said the party would support the bill in its original form and would oppose any amendment to the reserved seats for SCs. "We will support the bill in its original form (banning inter-district recruitment of class-III and IV employees)," PDP president Mehbooba Mufti told reporters here. "However, we will oppose it if amendments suggesting reservation for six to eight per cent seats for SCs at district-level recruitment."
The PDP caused a ruckus in the House as Mehbooba said: "Unfortunately, the bill has created division among the regions. They should have respected the Constitution and rule of the land, before bringing the bill in the House."
However, the Speaker defended introduction of the bill saying, "Baig did not respond and recognised the importance to the chair. I told him if he won't listen to Mr. Zulfikar, I will have no alternative but to put the bill to vote. So I put the bill to vote."
