Subramanium has been chosen by Delhi government to head the probe into the alleged irregularities into the affairs of the DDCA.

New Delhi: In what could turn out into another flash point between the Arvind Kejriwal government and Lt Governor Najeeb Jung in Delhi, former Solicitor General Gopal Subramanium has said that he can begin his enquiry into the affairs of Delhi and District Cricket Association (DDCA) only after he gets a go-ahead from the Delhi Lt Governor.

Subramanium was chosen by Delhi government to head the probe into the alleged irregularities into the affairs of the DDCA. "There is absolutely no personal or any other interest except the game of cricket. When I enter this enquiry, I will start with a clean chit image of his and I have made this very clear to CM Kejriwal also. This is an enquiry which will follow due process, Subramaniam said.

Under the Constitution, Delhi is called a state and it can exercise legislative and executive powers. As far as sports is concerned, it is in the state list and as far as an enquiry is concerned it is in the concurrent list. Therefore, after the legislature passess a resolution this will have to be placed before and L-G and after that there is a need of a formal notification. The investigation will begin after the same," he added

Subramanium also said that he will follow the set procedures in the probe and will not let any politics affect the investigation. "I am too seasoned. Please understand whichever government it is, I am not going to play politics at all. It is an open inquiry, I made this very clear to CM that this enquiry will follow due process,"

Subramanium said he accepted Delhi Government's request to head a Commission of Inquiry into affairs of DDCA as its purpose is "positive" and called Finance Minister Arun Jaitley a valued and distinguished colleague of his for almost 37 years.

The Delhi Cabinet on Monday approved setting up of the one member Commission of Inquiry under Subramanium to probe alleged irregularities in Delhi and District Cricket Association (DDCA) which was headed by Jaitley for around 13 years till 2013.

"I would accept the assignment on the understanding that the purpose of the Commission is positive in content and the Government should be benefited to take forward Cricket to better and higher levels. It is only fair that I must mention that Shri Arun Jaitly whose name has figured in the news has been a valued and distinguished colleague of mine for almost 37 years," Subramanium said in a letter to Chief Minister Arvind Kejriwal.

He further said, "As I see that terms of reference are in relation to a larger public purpose, I would unhesitatingly accept the assignment."

Subramanium said he would conduct the probe with a professional approach and charge Rs 1 for discharging his duties.

"I am a deeply interested cricket lover and wanted to be a full fledged cricket commentator on the Radio! You may be assured of my professional approach to the terms of reference. I would , consistent with my standards in the past, charge Rs One for discharging my duties," the noted lawyer said.

The decision to form the Commission by Delhi government came amid AAP's fierce attack on Jaitley over alleged irregularities in DDCA under his watch.

Around a month back, an AAP government-appointed probe committee recommended immediate suspension of DDCA by the BCCI for alleged irregularities including financial bungling. The Delhi Government panel had suggested that an interim committee of professional cricketers should manage affairs of the game in the capital.

The committee had also recommended to the government to appoint a Commission of Inquiry under the Commission of Inquiries Act while mentioning about findings on DDCA's alleged wrongdoings by various probe panels in the recent past including the Serious Fraud Investigation Office (SFIO).

BJP MP Kirti Azad, who has been campaigning against alleged corruption in Delhi's cricket body, had on Monday demanded an ED and DRI probe into the affairs of DDCA.
