Ombudsman order on building permits
Ombudsman order on building permits

The Ombudsman for Local Self-Government Institutions has directed the Thiruvananthapuram Corporation Secretary to constitute a committee to look into the mistakes, if any, that have crept into the online software for processing the applications for building permit in the local body. The Ombudsman has ordered that the necessary corrections must be made within a period of two months.

The order has come in the wake of a complaint filed by Harikumar, G N Road, Kowdiar; Mahesh Pillai, Anita Nivas, Pattom; and Krishnakumar S, Estate PO; against the inordinate delay in processing the applications for construction of buildings in the Corporation. The petitioners had submitted that they had to go through much agony because of the non-proper and non-processing of the applications.

The order by the Ombudsman for Local Self-Government M N Krishnan says that the additional secretary to the Corporation had submitted that there were mistakes in the software and that they would look into the software and steps taken to rectify the mistakes.

The Corporation had submitted that every month, there is a meeting to hear the complaints regarding building permits. The Ombudsman has ordered the Corporation to hold the meeting every fortnight to attend to the complaints without delay.

The order says that the very purport of quick service to the people should be ensured and implemented and technical objections avoided. ‘’When there are real difficulties, which require to be looked into, an opportunity should be given to correct the mistakes so that the system works efficiently,’’ the order reads.

The Ombudsman has also directed the Secretary to submit a report regarding the process of the work after three months. If anything further is to be considered, it could be done at that stage and appropriate orders passed, the order reads.
