CHENNAI: The Tamil Nadu Legislative Assembly’s first session for the year begins on Monday with the customary address of Governor K Rosaiah. The session assumes importance as this is the first after the AIADMK severed links with erstwhile allies - the DMDK and the Left parties after the 2011 Assembly polls. A one-day special session in December 2011 confined itself to the Mullaiperiyar issue.Coming after cyclone Thane, the session is likely to witness sharp debates over relief and restoration work. Several other issues including the hike in bus fare, milk prices, the agitation by nursing students, support price for sugarcane which the PMK called ‘inadequate and not in keeping with the election manifesto of the AIADMK,’ could be raised. But, the session is likely to be short, lasting for five days.The Governor, apart from spelling out the policy vision of TN, is also likely to make certain new announcements. Also, he is likely to go into the progress of implementation of welfare schemes during the past eight months.After the Assembly was adjourned sine die after the budget session on September 14, 2011, two ordinances - to amend the Tamil Nadu Co-operative Societies Act, 1983 and Tamil Nadu Transparency in Tenders Act, 1998 - were promulgated by the Governor. The government is likely to introduce Bills to replace these ordinances.During the last session, Chief Minister Jayalalithaa, apart from answering queries related to portfolios held by her, gave explanations on 14 occasions which were linked to other departments. Sometimes, when ministers were forced to say that certain schemes were unlikely to be implemented due to the State’s financial situation, the Chief Minister intervened to say that the plans would see the light of the day.After Rosaiah’s address - his first after assuming office - members would speak on the motion of thanks to the Governor’s address. On the concluding day, Jayalalithaa would give her reply. The House is likely to meet again in March for the budget session.
