BHUBANESWAR: The Centre is all set to issue a revised guideline for the backward region grant fund (BRGF) scheme which is designed to redress regional imbalances in development by providing funds to meet the critical gap. The Centre is planning to launch a new programme called Rajiv Gandhi Panchayat Sashtrikaran Abhiyan (RGPSA) from the next financial year for capacity building of elected representatives to facilitate preparatory planning, decision making, implementation and monitoring more effectively. This was discussed at the recent meeting of the panchayati raj secretaries in New Delhi chaired by Secretary, Ministry of Panchayati Raj. Senior officers of the Ministry apprised the State Panchayati Raj Secretaries of the changes likely to be effected in the revised BRGF scheme which was aimed at bridging critical gaps in local infrastructure and other local requirements which were not met through the normal budgetary support. As per the new scheme of things, the Centre is contemplating to give financial support under BRGF taking into account the backwardness of each block. The backwardness index of each block will be prepared on the basis of various socio-economic parameters, said Director Arabinda Padhee who attended the meeting. Padhee further said the suggestion of the inter-ministerial group on backwardness index has been taken as the base for determination of the backwardness of each block. The State Government has been advised to give its views on the backwardness index devised by the inter-ministerial group (IMG) to the Ministry. As per the draft report of the IMG on backwardness index, percentage of villages having paved approach roads, irrigation potential created, villages having safe drinking water and electricity, rate of literacy, primary education facility, health care facility and percent of workers getting jobs will be taken as parameters. The State Government views, if found justified, will be incorporated in the revised policy, he said. The Centre is providing ` 45 crore to each block under the BRGF to meet the critical gap for development of infrastructure. The Centre is planning to separate the capacity building component from BRGF after launching of the National Rural Livelihood Mission (NRLM). The meeting also reviewed the progress of implementation of the e-panchayat mission mode project like PRIYASoft, the accounting software to monitor the expenditure of funds under various anti-poverty programmes. The State Government has raised some issues relating to the implementation of PRIYASoft which was reiterated by Padhee at the meeting.
